Specifying fire-rated wallcovering: the submittal, the test report, and the spec section

What a compliant contract submittal has to carry — the ASTM E84 report, the adhesive listing, and the language that keeps a field substitution from quietly voiding the rating.

On a commercial job, a wallcovering's fire rating is only as good as the paperwork that proves it, and that paperwork travels a defined route: the specification states what is required, the submittal proves the chosen product meets it, and the closeout documents preserve the proof for the life of the building. Most of the work of getting fire-rated wallcovering right is controlling those three documents.

The specification section for wall coverings in the CSI MasterFormat system is 09 72 00, with vinyl-specific work often written under 09 72 16. A section that will hold up states the required CFFA-W-101 type, the required ASTM E84 class with its numeric limits, the required physical-performance properties, and — this is the one that gets dropped — the substrate and adhesive over which those ratings must hold. It should also name the acceptable manufacturers and set the rules for substitutions, because an unmanaged substitution is the usual way a rated assembly gets quietly downgraded.

The submittal is where the contractor proves compliance before anything ships. A complete package for fire-rated wallcovering carries the manufacturer's product data, the actual ASTM E84 report showing the FSI and SDI values and the tested assembly (not a bare "Class A" claim), physical-property data against the specified CFFA type, the adhesive's product data and its own fire listing, cleaning and maintenance instructions, and physical samples in the specified pattern and color. The reviewer's real task is to confirm that the assembly described on the report is the assembly that will actually be installed.

The adhesive is where the chain most often breaks. E84 rates the wallcovering as tested, and that test used a specific adhesive. Swapping in a different one in the field — a cheaper mildew-inhibiting paste, or whatever is already on the truck — can invalidate the rating even though the wallcovering itself never changed. A spec that requires the manufacturer's recommended adhesive, and a submittal that includes that adhesive's data, keep the reviewed assembly and the installed assembly the same thing.

The failure mode worth designing against is the submittal that proves the product and the adhesive separately but never together; reject it, and require that the E84 report, the CFFA data, and the adhesive listing all reference one installed assembly. Then carry the reviewed submittal and reports into closeout. When a fire marshal or a future renovation asks how anyone knows a given corridor is Class A, the defensible answer is a specific test report for a specific assembly on file — not a recollection that the product was "the Class A one."
